What does the application file contain?
  1. A PAPER ABOUT A POLITICAL SUBJECT

Each candidate must write a paper of no more than 4000 characters on a political topic, based on books, art or documentary films, TV series or any other media source. The text must be original. It must be written in the language of the BA program you are considering and marked pass/fail.

In the case of applying in more than one study programme, a letter will be written for each program. For online registration, a PDF file will be uploaded for each text.

The paper should have approximately 4000 characters maximum, written in the language of the programme of study (Romanian, English or French), in Times New Roman / Arial / 12 pt Calibri font with 1.5 line spacing.

  1. . APPLICATION FORM
  • Those registering at the faculty office (Calea Plevnei nr. 59) can complete the online application form in advance or fill in their personal details on the platform when registering at the FSPUB office.
  • For those applying online, the form is the application form. Candidates will be able to access their full application file on the platform via the account created when they registered.

Information on the confidentiality of personal data

  1. BACCALAUREATE DIPLOMA OR EQUIVALENT

Romanian Baccalaureate in Romania:

  • Baccalaureate diploma (in original); OR
  • Baccalaureate transcript (in original and only for those who took the Baccalaureate exam in 2023) containing the overall average, the grades of the Baccalaureate exams, the validity period and the fact that the Baccalaureate diploma has not been issued. OR

  • Declaration of consent for access to the baccalaureate results by the admission committee only for those who took the baccalaureate exam in 2023 (original: download form –  format .doc / format .pdf). The document is only required if the diploma or certificate is not available at the time of registration (online or offline).

 International Baccalaureate (or equivalent)

  • EN-CNRED (cnred.edu.ro) proof of equivalence/recognition; OR

  • Proof of submission of the equivalence/recognition documents to the university or to MEN-CNRED. Candidates should send in advance to admitere.fspub@unibuc.ro the file for the recognition of studies according to the list of documents specified by the specialized directorate of the Ministry of National Education – MEN (www.cnred.edu.ro), if they have not submitted to this directorate or do not yet have a document for recognition/equivalence of studies abroad issued by this directorate); in the case of refugees and citizens with subsidiary protection who are not in possession of some documents (study documents, birth certificates, etc.) requested by CNRED, the files can be sent even if they are not complete; AND THE EU/EEA DECLARATION (format .DOC / format .PDF).

Certified copies of the original (in case of application to more than one faculty) and .JPEG files in case of online submission, accompanied by proof of application to other faculties are also accepted. 

Foreign citizens wishing to follow Romanian language programmes must include in their application a certificate of linguistic competence for Romanian language issued by the institutions authorized by MEN.

  1. BIRTH CERTIFICATE

Copy according to the original/separate JPEG file.

  1. MEDICAL CERTIFICATE

Original/separate JPEG file showing that you are fit to attend the Faculty of Political Science, issued by the high school medical office or family doctor.

  1. 3 PHOTOGRAPHS – identity card type (3cmx4cm)/ separate JPEG file.

  2. IDENTITY DOCUMENT (ID card, passport) – plain copy/ separate JPEG file.
  3. PROOF OF PAYMENT OF THE REGISTRATION FEE OR REGISTRATION FEE EXEMPTION (original) must be provided by:
  • Receipt – if paid at the admission committee’s office during the registration period or
  • Separate .JPEG file for each program (in case of enrolment for more than one line of study) with the bank statement – in case of online enrolment – for payments made by bank card on www.po.unibuc.ro or by bank transfer/payment order to the account of the University of Bucharest IBAN: RO67RNCB0076010452620072, payment details: “FSPUB Admission July 2023”.

The proof of exemption from the application fee is the fee exemption request endorsed by the president of the admission committee. This is obtained by submitting an application accompanied by one of the following documents to the President of the Admission Committee or to admitere.fspub@unibuc.ro:

– copies of parents’ death certificates (in the case of orphans of both parents);

– certificate from the children’s home or placement centre;

– a certificate showing that one of the legal guardians is a working teacher;

– a certificate proving that one of the legal supporters is an employee of the University of Bucharest.

NB: The fee exemption is granted only for enrolment in one study programme. For applying to two or more programmes the candidate will pay LEI 100 for the second  application, respectively LEI 50 extra for each additional application – that is LEI 150 for three study programs, LEI 200 for four study programs, LEI 250 for five study programs and so on. Application fees are non-refundable.

NB: Candidates who took the baccalaureate exam before 2023, in addition to the baccalaureate diploma (or equivalent) will add a notarial statement to their file depending on their situation, as follows:

(a) Graduates who have NOT followed a tuition-free university study programme (on places subsidised by the Romanian State Budget.)

Notarized declaration/Affidavit of the candidate attesting that he/she has not attended university studies on a tuition-free place (original). For online application, this is a separate .JPEG file.

(b) Graduates who have completed one or two years of undergraduate studies on places subsidized by the Romanian State Budget

Notarized declaration/Affidavit of the candidate stating the period of time during which he/she attended university studies on a tuition-free place (original). For online application, this is a separate JPEG file.

NB: Graduates who have completed full university studies on places subsidised by the Romanian State Budget can only apply for fee-paying places.

Additional documents for special situations
  1. OLYMPIC STUDENTS

OLYMPIC diploma/diplomas, in copy/separate .JPEG file only for candidates applying as Olympians (the original will be brought with the confirmation of the place obtained).

  1. CANDIDATES OF ROMA ORIGIN

Roma application (Cerere rromi)

  1. CHANGE OF NAME
  • marriage certificate (copy of original/separate .JPEG file) in case of change of name as a result of marriage

OR

  • a legal document proving the change of name (copy of the original/separate .JPEG file) in all other cases of change of name except marriage.

Examination criteria

The admission consists of two tests assessed on the basis of the admission file as follows:

  1. SUITABILITY FOR THE FIELD OF STUDY AND LANGUAGE KNOWLEDGE AND SKILLS

The assessment of interest, suitability and potential for the field of study, is based on a paper (of no more than 4000 characters) on a political topic included in the application file (see above point 1 of the section What does the application file contain?).

The paper must be written in the language of the program for which you are applying.

This is an eliminatory test, marked pass/fail.

  1. ACADEMIC PERFORMANCE

Assessment of academic performance and ability on the basis of the average obtained in the baccalaureate  examination (or equivalent).

On the basis of these tests and criteria candidates are ranked in descending order and then, depending on the number of budget/fee places available for the respective admission session, preliminary lists of:

– candidates admitted to tuition-free places;

– candidates admitted to fee-paying places;

– candidates admitted to the waiting list;

– rejected candidates.

In the case of undergraduate candidates, the candidates admitted with the same average to the last place on these lists will be separated, in order, according to:

  1. the mark in the compulsory Romanian language subject of the baccalaureate examination;
  2. the mark in the second compulsory subject of the baccalaureate examination.

DON’T FORGET TO CONFIRM YOUR PLACE!

In order not to be removed from the lists, admitted candidates (for both fee-paying and tuition-free places) must  confirm their place after each reclassification, in person or by notarial power of attorney, within the deadline set in the calendar.

Following this process, reclassifications take place whereby candidates admitted to reserve places can advance to fee-paying or tuition-free places. All candidates declared admitted are required to submit the entire application file in physical format to the faculty at the time of confirmation. Confirmations will take place at the secretary (Calea Plevnei nr. 59), Mo-Fr 9.00-14.00

Who can apply?
  • Any Romanian or foreign citizen who has passed the Romanian baccalaureate exam or an equivalent exam (high school graduation exam);
  • Refugees, citizens with subsidiary protection and citizens holding a long-term residence permit on the territory of the European Union;
  • Olympic students – they are admitted without examination to the tuition-free places, following the submission of the admission file, which must include the diploma attesting this status.

Admission fees

The admission fees  are as follows:

  • For 1 file: 150 LEI [0 LEI for candidates exempted from paying the first fee];
  • For 2 files: 250 LEI [100 LEI for candidates exempted from paying the first fee];
  • For 3 or more files: add 50 LEI for each additional file – for example: 3 files 300 LEI, 4 files 350 LEI, 5 files 400 LEI etc [for candidates exempted from paying the first fee extra LEI 50 for each file, that is for 3 files LEI 150, for 4 files LEI 200, for 5 files LEI 250 and so on].

The fee(s) can be paid as follows:

  • at the competition committee’s premises during the registration period; or
  • by bank card on po.unibuc.ro or         
  • by bank transfer/payment order to the account of the University of Bucharest IBAN: RO67RNCB0076010452620072, payment details: “FSPUB Admission July 2023”.

Admission fees are non-refundable.

Appeals

Any appeals may be submitted to the admission committee within 48 hours of the results being posted.

Tuition fees

Students admitted to tuition-free places do not pay tuition fees in their first year of study. According to the law, depending on their academic performance, they can keep their subsidised place in subsequent years or become students enrolled on fee-paying places.

The annual tuition fees are:

– LEI 4.150 for Bachelor’s degree in Romanian/BA in Security Studies

– LEI 4.780 for a French or English Bachelor degree (SPF, SPE) /BA in International Relations in English (IRES)

The tuition fees can be paid in several instalments during the academic year, depending on the student’s social situation.

OBSERVATION: Students admitted on a tuition fee basis will have to pay this fee on 1 October, when they will also sign their study contract.
