WHO CAN APPLY?
- Any Romanian or foreign citizen who has passed a Romanian BA graduation exam or an equivalent exam;
- Refugees, citizens with subsidiary protection and citizens holding a long-term residence permit on the territory of the European Union.
WHAT DOES THE APPLICATION FILE CONTAIN?
- MOTIVATION LETTER/RESEARCH PROJECT + CV
This should reflect the candidate’s suitability and potential for the field of study, as well as affinity with the mission of the faculty. If applying to more than one degree program, one letter should be written for each section. For online application, a PDF file will be uploaded for each text.
Details on the content of the motivation letter/research project for each programme can be found in the section “Motivation letter and research project” below on this page.
Exclusively for the MIPA study programme: a CV of the candidate will also be attached as a separate PDF file.
- APPLICATION FORM
- For those registering at the faculty office, personal data will be filled in on the platform at the time of registration.
- Those applying online will fill in the application form. Candidates will be able to access the full application file submitted on the platform via the account created at the time of registration
- BACCALAUREATE DIPLOMA OR EQUIVALENT
- BA DIPLOMA OR EQUIVALENT
Romanian Bachelor’s degree:
- Bachelor’s degree (in original); OR
- Bachelor’s certificate (in original and only for those who took the graduation exam in the current year) containing the overall average, the grades of the BA exams, the validity period and the fact that the Bachelor’s diploma has not been issued. OR
- Declaration of consent for access to the BA graduation results by the admission committee only for those who took the BA graduation exam in the current session (original: download form format .doc / format .pdf). . The document is only required if the diploma or certificate is not available at the time of registration (online or offline).
International Bachelor’s degree (or equivalent)
- MEN-CNRED (cnred.edu.ro) proof of equivalence/recognition; OR
- Proof of submission of the equivalence/recognition documents to the university or to MEN-CNRED. Candidates should send in advance to the file for the recognition of studies according to the list of documents specified by the specialized directorate of the Ministry of National Education – MEN (www.cnred.edu.ro), if they have not submitted to this directorate or do not yet have a document for recognition/equivalence of studies abroad issued by this directorate); in the case of refugees and citizens with subsidiary protection who are not in possession of some documents (study documents, birth certificates, etc.) requested by CNRED, the files can be sent even if they are not complete; AND THE EU/EEA DECLARATION / SEE (format .DOC / format .PDF)
Certified copies of the original (in case of application to more than one faculty) and .JPEG files in case of online submission, accompanied by proof of application to other faculties are also accepted.
Foreign citizens wishing to follow Romanian language programmes must include in their application a certificate of linguistic competence for Romanian language issued by the institutions authorized by MEN.

Original/separate JPEG file showing that you are fit to attend the Faculty of Political Science, issued by the high school medical office or family doctor

9. PROOF OF PAYMENT OF THE REGISTRATION FEE OR REGISTRATION FEE EXEMPTION (original)
Must be provided by:
- Receipt – if paid at the admission committee’s office during the registration period; or
- Separate .JPEG file for each section (in case of enrolment for more than one line of study) with the bank statement – in case of online enrolment – for payments made by bank card on www.po.unibuc.ro or by bank transfer/payment order to the account of the University of Bucharest IBAN: RO67RNCB0076010452620072, payment details: “FSPUB Admission July 2022”.
- The proof of exemption from the application fee is the fee exemption request endorsed by the president of the admission committee. This is obtained by submitting an application accompanied by one of the following documents to the President of the Admission Committee or to admitere.fspub@unibuc.ro:
- copies of parents’ death certificates (in the case of orphans of both parents);
- certificate from the children’s home or placement centre;
- a certificate showing that one of the legal guardians is a working teacher ;
- a certificate proving that one of the legal supporters is an employee of the University of Bucharest
NB. The fee exemption is granted only for enrolment in one study programme. For enrolment in two or more programmes the candidate will pay 100 RON (for enrolment at the FSPUB office) or 75 RON (for online enrolment), under similar conditions to those who are not fee-exempt. Application fees are non-refundable.
NB: Candidates who took the BA graduation exam before 2022, in addition to the Bachelor’s diploma (or equivalent) will add a notarial statement to their file depending on their situation, as follows:
(a) Graduates who have NOT followed a tuition-free university study programme (on places subsidised by the Romanian State Budget.)
- Notarized declaration/Affidavit of the candidate attesting that he/she has not attended university studies on a tuition-free place (original). For online application, this is a separate .JPEG file.
(b) Graduates who have completed one or two years of undergraduate studies on places subsidized by the Romanian State Budget
- Notarized declaration/Affidavit of the candidate stating the period of time during which he/she attended university studies on a tuition-free place (original). For online application, this is a separate JPEG file.
NB: Graduates who have completed full university studies on places subsidised by the Romanian State Budget can only apply for fee-paying places.

2. CHANGE OF NAME
- marriage certificate (copy of original/separate .JPEG file) in case of change of name as a result of marriage; OR
- a legal document proving the change of name (copy of the original/separate .JPEG file) in all other cases of change of name except marriage.
APPLICATION FEES
The application fees for the BA admission are as follows:
- For 1 file: 150 LEI (0 LEI for candidates exempted from paying the first fee);
- For 2 files : 250 LEI (100 LEI for candidates exempted from paying the first fee);
- For 3 or more files : 50 LEI added for each file (for example: 3 files 300 LEI, 4 files 350 LEI, 5 files 400 LEI etc).
The fee(s) can be paid as follows:
- at the competition committee’s premises during the registration period; or
- by bank card on po.unibuc.ro or
- by bank transfer/payment order to the account of the University of Bucharest IBAN: RO67RNCB0076010452620072, payment details: “FSPUB Admission July 2023”.
EXAMINATION
All MA programmes admit students based on the evaluation of a motivation letter (MCP, MIPA, MPES, MRI, MSE) or a research project (MPE) written and defended by the candidate to identify suitability with the study programme and the academic/professional potential.

CONTENT | Motivation for the choice of the study programme (with reference to the field of specialisation, the objectives of the chosen master programme, the proposed courses and extracurricular activities). Presentation of a short career report in relation to the choice of study programme (i.e. applicants must show how the chosen field and Master’s programme are relevant to their chosen profession). Proposal of a research topic that the candidate/candidate wishes to develop within the Master programme. In addition to the motivation of the research topic, a brief problematic will be formulated, some theoretical references will be indicated and possible sources of the analysis will be indicated. | Motivation for the choice of the study programme (with reference to the field of specialisation, the objectives of the chosen master programme, the proposed courses and extracurricular activities). In addition, for foreign language programmes candidates are also assessed for their language skills on the basis of their motivation letter (MCP, MPES – EGALES European pathway) or research project (MPE programme).
Nota bene: For the MIPA programme the assessment of language skills is based on a written exam and the interview consists of the defense of the motivation letter.
The assessment of language skills for all language programmes is marked by pass/fail.
INTERVIEW
Each candidate will defend his/her motivation letter/research project in the language of the Master’s programme in an interview. This oral exam will test the candidates’ specific knowledge in the area of the research project and their academic background in the field of political science. Candidates will receive a mark between 1 and 10 for the interview.
APPEALS
Any appeals may be submitted to the admission committee within 48 hours of the results being posted.
DO NOT FORGET TO CONFIRM YOUR PLACE!
Admitted candidates (for both fee-paying and tuition-free places) must confirm their place after each reclassification, in person or by notarial power of attorney, within the deadline set in order not to be removed from the lists. Following this process, reclassifications take place whereby candidates admitted to reserve places can advance to fee-paying or tuition-free places. All candidates declared admitted are required to submit the entire application file in physical format to the faculty at the time of confirmation. NB. Students who will be in the fee-paying places on 1 October will have to pay the annual tuition fee as per their study contract (to be signed on October, 1st).
TUITION FEES
Students admitted to tuition-free/budget-funded places do not pay tuition fees in their first year of study. According to the law, depending on their academic performance, they can keep their grant-funded place in subsequent years or become students enrolled on fee-paying places.
The annual tuition fees are:
– 4780 lei for Master programmes in Romanian (MPES, MRI, MSE)
– 5340 lei for Master programmes in foreign languages (MPE, MPC, MIPA)
The tuition fees can be paid in several instalments during the academic year, depending on the MA student’s social situation.
